On poverty:

 

IN 21(d), ADOPT THE BRACKETED TEXT:  people living in poverty and their

organizations should be empowered by involving them fully in the implementation

[, monitoring and assessment] of strategies and programmes for poverty eradication and community development [, and ensuring that these programmes reflect their priorities and perceptions;]

 

On Changing Consumption and Production Patterns

 

ADD TO 22:   [ While unsustainable PRODUCTION AND CONSUMPTION patterns in the industrialized countriesAND IN SOME PARTS OF THE DEVELOPINGCOUNTRIES continue to aggravate the threats to the environment, particularly excessive

pollution from greenhouse gases, there still remain huge difficulties for developing countries in meeting basic CONSUMPTION needs such as food, health care, shelter and education for people.]

 

ADD to 22(a):  [and moving towards pricing natural resources in a way that

reflects full costs BY TAKING INTO ACCOUNT THE DISTRIBUTIVE EFFECTS.]

 

ADOPT BRACKETED TEXT IN  22(b).  [taking] -- delete: encouraging -- measures

aimed at promoting the role of business in shaping more sustainable patterns

of consumption [by publishing environmental and social audits on its own

activities] and by acting as an agent of change in the market, by virtue of

its role as a major consumer of goods and services.

 

IN 22(f) ADOPT BRACKETED TEXT ON:  [targets, goals or action]

 

22(f):  The CSD should consider this initiative in the coming years to

explore the necessary policies and measures to implement eco-efficiency.  [,

and for this purpose, adopting measures aimed at assisting developing

countries to improve energy and material efficiency AND SUFFICIENCY through

the promotion of their endogenous capacity building and SOCIAL AND economic

development with enhanced and effective international support;]

 


 

And on trade:

 

IN 23(f bis), ADOPT BRACKETED TEXT:  [the promotion of effective dialogue

with major groups (including NGOs) within the WTO/CTE.

 

 

Under financial resources and mechanisms:

 

IN 76., ADOPT THE FOLLOWING BRACKETED TEXT:  [Various studies and practical experiences in a number of countries indicate that the use of economic

instruments can generate win-win possibilities by shifting consumer and producer behaviors to more sustainable directions, while generating financial resources for sustainable development or reducing taxes elsewhere.]

 

 

As to the draft political declaration:

(Paragraph 7 and 8 refer to production & consumption and poverty).

 

ADD TO 7:  We acknowledge that unsustainable and wasteful patterns of consumption and production negatively affect the quality of life and well-being and inhibit economic and social development AS WELL AS DEGRADE THE ENVIRONMENT.  We commit ourselves to accelerate moves to change such patterns.  We further acknowledge that achieving this requires changes in human AND INSTITUTIONAL behavior REFLECTING RESPONSIBILITY AND ACCOUNTABILITY, based on the best cultural, moral and environmental ethics.

 

ADD TO 8:  ...to reduce by half, by the year 2015, the proportion of people living today in absolute poverty AND TO LIKEWISE REDUCE BY HALF THE RATIO OF

GLOBAL INEQUALITY BETWEEN THE RICHEST 20%  AND THE POOREST 20%. 

 

WE SUPPORT PARA 9 AS IT STANDS:  We also fully support the establishment of

other achievable time-bound goals and targets within the next five and ten years as well as longer-term targets for moving towards sustainable development.  Certain goals and targets should be differentiated according to levels of progress in different regions and of nations within regions; they should be equitable and should be measurable through agreed measurement tools.

 

ADD TO PARA 11:  We reaffirm our commitment to continue to press ahead with the implementation of the whole of Agenda 21 but we wish to bring particular focus in the discussion within the Commission on Sustainable Development in the next five years on THE MAKING SUSTAINABLE PRODUCTION AND CONSUMPTION AND  POVERTY ERADICATION CENTRAL RATHER THAN MARGINAL PRIORITIES OF ECONOMIC POLICY ...

 

ADD TO PARA 12:  We stress that we will work to ensure that investment, including domestic and foreign direct investments ARE BOTH RESPONSIBLE AND ACCOUNTABLE AND contribute to sustainable development.

 

ADD TO PARA 13:  We shall support all efforts to ensure that all goods and services produced by all countries, AS WELL AS THEIR PRODUCTION AND CONSUMPTION, are environmentally AND SOCIALLY friendly.
